NC DHHS, New Campus Development, Phase I

Previously located in various facilities within the City of Raleigh’s Dorothea Dix Park property, the North Carolina Department of Health and Human Services (DHHS) was seeking a new location that would allow them to continue to serve the citizens of the State while providing an enhanced experience and setting for their employees. The State selected this 34-acre site located across Blue Ridge Road from the North Carolina Museum of Art in west Raleigh. This selection allows the State to consolidate all of its various DHHS offices with over 4,000 employees into a single location.

The design approach for the new campus is to create an urbanized setting with a focus on the user experience both indoors and outdoors. The design takes advantage of the natural features that exist on the site, while providing for significant development density within the property. The first phase of the project consists of an 11-story building totaling 440,000 square feet along with a 1,000-space parking deck and over 350 surface parking spaces. Site amenities within the first phase include outdoor plaza areas, walking trails and greenway connections. Future phases of the campus will provide for additional office space with associated parking, as well as the potential for the inclusion of commercial uses.

McAdams provided surveying, civil engineering, stormwater management, planning and construction services for this project. McAdams navigated and secured necessary entitlements and permitting approvals from the City of Raleigh, the North Carolina Department of Environmental Quality (NCDEQ), and the North Carolina Department of Transportation (NCDOT).
