Lillington Stormwater Utility

McAdams and Willdan Financial Services are partnering to assist the Town of Lillington in establishing a utility that ensures a fair and sustainable funding source for their stormwater program. Initially, McAdams helped the Town secure a Local Assistance for Stormwater Infrastructure Investments Program (LASII) grant to support the creation of a new stormwater utility, along with a comprehensive asset inventory and assessment of the Town’s drainage network. Following this, McAdams conducted an asset inventory of the areas selected by the Town and implemented a GIS-based Equivalent Residential Unit (ERU) analysis to lay the groundwork for a stormwater utility that fairly allocates costs based on each property owner’s contribution to stormwater management. Moving forward, McAdams, Willdan and the Town will evaluate its stormwater program and capital needs, using that data and rate benchmarks from other communities to set a stormwater utility fee per ERU. McAdams will also lead stakeholder and public education efforts and continue to offer support through the adoption and implementation of the stormwater utility.
