Comprehensive Transportation Plan
The Johnston County Comprehensive Transportation Plan creates a multimodal set of transportation recommendations for the unincorporated portions of one of North Carolina’s fastest growing counties, Johnston County. The plan will be laid out in a manner consistent with the North Carolina Department of Transportation (NCDOT) Comprehensive Transportation Plan document standards.

Beginning with a robust public and stakeholder engagement process, the plan develops a vision for the transportation network that matches the community’s vision, goals, and objectives. The plan includes comprehensive data collection, existing conditions analysis, future conditions analysis, recommendations, and a final plan to be adopted by the County. With the explosive growth being experienced in Johnston County, a key aspect of the Comprehensive Transportation Plan (CTP) was to review growth and development patterns and project where future growth would be. The Triangle Regional Model was used as a tool for the portion of the County within the Capital Area Metropolitan Planning Organization (CAMPO) urban boundary, while the remainder of the County was projected using information from the Census Bureau and State Demographer’s Office, along with reviewing developments provided by the Johnston County Planning department. The McAdams team reviewed multiple planning documents, including the State Transportation Improvement Program (STIP); previous CTP document; SPOT lists for CAMPO and the Upper Coastal Plain Rural Planning Organization (RPO); the 2040 Comprehensive Land Use Plan; and other State, regional, and local planning documents. Existing conditions, such as traffic counts and crash rates were also pulled and analyzed to help identify problem corridors, intersections, transportation deficiencies, and develop project recommendations.
