SAND: 2023 PROTECT Grant

This grant application seeks Promoting Resilient Operations for Transformative, Efficient and Cost-saving Transportation Program (PROTECT) funding for a PEL study that includes comprehensive resiliency planning; alternatives development and evaluation; and robust public engagement. Solving Access for NC 12 in Dare County (SAND) will establish a solid foundation for future project development and construction, with the goal of streamlining subsequent environmental review; accelerating project delivery; and securing long-term resiliency for NC 12 between the Oregon Inlet and the Pea Island Visitors Center. McAdams provided comprehensive grant application support, including assistance with developing the project definition (scope, schedule and costs); coordinating with multiple NCDOT units, including Public Involvement, Community Studies and Visualization (PICSViz), Geotechnical Engineering Unit, Hydraulics Unit, TPD’s Technical Services Unit and the Policy Director in the office of the Chief Operating Officer; cost estimating; composing the project’s narrative components; interagency coordination with the National Park Service (NPS) and United States Fish and Wildlife Service (USFWS); and stakeholder outreach and engagement (including obtaining letters of support).
