Liberty Park, Phase II Improvements

McAdams provided due diligence; site inventory and analysis; master planning; and preliminary design and layout services for Phase II of the Town of Mooresville’s Liberty Park. The existing park, one block from downtown Mooresville, is considered the Town’s primary in-town open space and is currently under construction, receiving upgrades to Phase I. The park will have a plan for total renovation upon completion of this planning and preliminary design. Phase II focused on a new restroom building; pavilion; park equipment; walkways; stream restoration and enhancement; new furnishings; parking; lighting; and landscaping.

The park is situated adjacent to an urban stream that contains large boulders and waterfalls. McAdams restored 250 linear feet and enhanced an additional 1,000 linear feet of stream to improve ecologic function. Providing a safe access to, and across, this natural amenity connects pedestrians to the historic War Memorial building and adjacent neighborhoods.

The team delivered concept alternatives for the park improvements that tie to the Phase I designs, as well as blend with the context of the surrounding community and history. Upon approval of the final concept McAdams provided construction documents, permitting, and construction administration services. Our team also helped acquire a $500,000 North Carolina Parks and Recreation Trust Fund (PARTF) grant to supplement the project’s budget. The park was opened in June of 2023 in time for the Town of Mooresville’s 150 year celebration.
